Yes I think that was a common thing for many people to have one injection, then they backed off.

Considering most world governments have alleviated the covid laws I would guess part of plan was to simply get the state injection into the masses which will reveal its purpose at a later time.

You hit the nail on the head when you said a human is a cell culture, so where is the virus in the saliva. why would you need to poison and starve the vero cells to find it. You also mentioned them been inert.

From what I have read this isn't understand by virology. How is a virus able to find the appropriate particle to hitchike on when ejected from body. The method the none moving virus to infect a cell isn't explained. With them been inert it has never been show how this process happens.
